Add chickpeas and their liquid to the Instant Pot. Cook on High for 10 min. Release pressure. Drain chickpeas and reserve liquid.

Add drained chickpeas and garlic to food processor. Pulse until smooth. Add tahini, lemon juice, oil, and tahini. Pulse until combined.
